It's after the Data Protection Commission received a complaint that the database underpinning the card is being unlawfully used by the Department of Public Expenditure.
The commission has decided to start an investigation.
In August 2019, the watchdog strongly criticised the department for over-using the card - saying it should not be mandatory in many cases.
