The head of the Department of Health has said it's "nonsense" to say there's a conspiracy to resist change within the health service.
It follows a number of high profile resignations from the Sláintecare programme board, with resistance to change being cited as a reason.
However, Health Minister Stephen Donnelly says Dr Tom Keane and Laura Magahy didn't raise their issues with him before resigning.
Secretary General of the Department of Health, Robert Watt, denied there was any systemic resistance to healthcare reform.
"People went out and said there was brutal resistance - if people have evidence of that residence they need to tell me, they can email me, or they can text me and organise a meeting, and I will listen to their evidence, rather than pretending there's some vast conspiracy with shadowy figures.
"It's all nonsense."
