An emergency meeting of EU energy ministers is being held in Brussels today.
The European Commission will ask them to consider ways of reducing energy use during peak hours, and compensating people struggling with their bills.
They will also discuss electricity providers sharing their windfall revenues with member states.
Environment Minister Eamon Ryan, who will represent Ireland at today's meeting, says they don't want to scare people.
"What we don't want people to do is put themselves in the situation where they're not warm in the winter, or they're not safe or secure.
"We do need to make sure it's not a finger pointing, terrifying people kind of message, but that it does actually help people reduce their bills by pointing out where we can reduce the waste."
