The Sunday Independent reports a gambling 'tsar' will be appointed with a staff of up to 100 specialists to oversee the sector.
The regulator will have the power to fine gambling firms and to withdraw licenses for those who break the rules.
Phil Thompson, CEO of addiction support service Tiglin which is based in Co. Wicklow, says it's a welcome move:
"I think it's a great step forward. Gambling is something that is not talked about often enough. It's a very, very disruptive and highly addictive thing, and so many vulnerable people fall foul to this so I think it's a great step forward to protect some vulnerable people in today's society."
