The Green Party leader says not every road project in the new National Development Plan is guaranteed to happen.
Transport Minister Eamon Ryan says each project will be reviewed and assessed for climate impact.
Cabinet Ministers are meeting in Cork this morning to sign off on the €165bn euro plan for capital investment.
But Minister Eamon Ryan says not every road project is guaranteed.
"Not necessarily no, I don't think they will.
"To be honest, there's so many road projects already committed to that if we spent on all fo them we wouldn't have money for anything else.
"But I'm not ruling them out, I'm not saying definitely no."
