The Irish Medical Organisation is calling on the Government to hire 2,000 more doctors and invest 5,000 more beds into the HSE system.
It says there needs to be radical investment, and says doctors are looking ahead to winter with a sense of despair.
Yesterday, the Department of Health reported 1,508 new cases of Covid-19.
Public Health doctor and President of the IMO, Dr Ina Kelly, hopes the success of the vaccination programme can keep case numbers low.
"We may be able to keep the numbers down, even though the country has opened up, because the magnificent vaccination roll out in Ireland.
"The public have been very willing to work with the health services to make this a success.
"We're in a fourth wave, but it might be we hope a low peak, and that's what we're all hoping for."
