A 37-year-old Danish man has been arrested.
Sweden based journalist Philip O'Connor says questions will be raised about the police response.
"During the confrontation in Kongsberg last night the police came into contact with the suspect at one point at about 18 minutes past 6.
"They lost sight of the suspect, he managed to get away from him, and it was after that the five people were injured and killed before he was arrested at 18.47 local time."
