It'll take into account what it calls the "rejection, exclusion and hostility" they've faced in churches.
The Archbishop of Canterbury, Justin Welby, says it's an attempt to "seek the common good".
Earlier this week, the Church Of England said it would bless same-sex couples for the first time but still won't allow gay marriages in its churches.
