The European Union will advance as a matter of urgency work on further sanctions against Russia.
It follows reports of atrocities in Bucha and other areas of Ukraine.
The attacks have been widely condemned but Russia denies responsibility
EU Commission spokesperson Peter Stano says the Kremlin is committing war crimes:
"The European Union condemns in the strongest possible terms the reported atrocities committed by Russian occupation forces in a number of Ukrainian towns and cities, such as Bucha and others. Yet again the Kremlin is showing its true phase targeting murdering civilians destroying civilian infrastructure, violating international humanitarian law and committing war crimes."
