EU ambassadors will meet later to consider a sixth round of sanctions against Moscow.
A ban on the importation of Russian oil's being considered, along with tougher measures on the country's banks and shipping.
There's division among member states about the oil embargo, with a number of dependent nations demanding an exemption.
However Ireland South MEP, Sean Kelly, believes a ban's likely to be agreed.
"It's much easier to put an end to importing oil than gas.
"Secondly, oil is more available on the world market, so for that reason it is easier to fill the gaps that are there.
"At this stage you could call it a game of Russian Roulette, but it's advantage to the European Union."
