New Zealand is to keep its borders shut to tourists for the rest of the year.
The country has had some of the strictest travel restrictions, and has only had 26 Covid-related deaths since the pandemic began.
From early 2022, fully vaccinated visitors from low-risk countries won't have to quarantine, but those from medium and high-risk nations will have to self-isolate.
Prime Minister Jacinda Ardern says it will be a phased reopening.
"We're not in a position to reopen fully just yet.
"When we move we will be careful and deliberate, because we want to move with confidence and as much certainty as possible."
