Families in parts of the Netherlands have been told to flee their homes "immediately" as water levels rise and begin to cause destruction.
More than 120 people are now known to have died in floods across Europe - largely affecting towns in Germany and Belgium.
Entire villages have been cut off by the storms, with internet and phone connections disrupted.
Rescuers are desperately trying to find survivors with warnings it could get worse.
Christine Defraigne is the acting Mayor of Leige in Belgium:
"With a boat, we are going in the street. There is a huge solidarity with the different civil forces. We are at a federal level of crisis. The whole country is involved."
