Ports across the UK are threatening the government with legal action after they were told to spend millions on building new border facilities to check food imports.
The facilities were meant to carry out the government's new post-Brexit checks - but they've been put on hold until the end of the year.
Portsmouth City Council is among those now looking for compensation.
