Photos obtained by ITV News appear to show him raising a glass at a Number 10 gathering during lockdown.
The Liberal Democrats are calling for a watchdog to investigate why police didn't fine the British Prime Minister for the event in November 2020, despite having access to the images.
Johnson denied it even happened, just a few months ago.
The UK's Labour's deputy leader Angela Rayner says it's "astonishing" he got away with it.
"It's pretty clear that Boris Johnson has been a serial liar to the British public, and he's laughing at them and taking them for fools.
"That's not acceptable and not befitting of the Prime Minister, who made the rules in the first place."
