Russia says its forces will step up military operations in Ukraine in "all operational areas".
It comes as Moscow's rockets and missiles pounded cities, in strikes that Ukrainian officials claim have killed dozens in recent days.
In the latest attack, Russian long-range cruise missiles killed three people in Ukraine's central city of Dnipro, when they hit a space rocket plant and a nearby street.
The city's Mayor has urged civilians to leave the city.
