The Taoiseach says EU sanctions agreed last night will hit Russia hard but won't stop the invasion of Ukraine.
Micheál Martin said Ireland favours the strongest possible response and putting Vladimir Putin's name personally on sanctions lists.
But he said that detail still has to be worked out after an emergency EU summit finished in the early hours of this morning.
The Taoiseach said the European response would target Russia across a number of areas:
"The sanctions that have been adopted by the European Council are the largest and most severe ever adopted and they will hit hard. In terms of the industrial base of the Russian economy, financial sector, asset freezes and so forth. So it's a very comprehensive range of measures, covering finance, covering industry, covering trade, energy and transport."
