An investigation is underway into how a teenager armed with high powered weapons spent an hour inside a classroom at the Robb Elementary School in Uvalde without being challenged.
He then went on to shoot 19 children and two teachers dead.
Calls to halt the NRA conference in Houston have been refused and widespread protests are planned.
