It's warning vessels that the exercises will include naval artillery and rockets and advises of "serious safety risks in the operation area".
It also released the coordinates of the location of the military drills.
The naval warning comes as the Russian Ambassador is to speak with Irish fishermen this hour about their concerns over the naval exercise
Chief executive of the Irish South and West Fish Producers Organisation Patrick Murphy says the Department's warning is addressed to the wrong side:
"We are going there first so their boats will come afterwards. So if they're coming to where we're going fishing, it isn't us in their way, it's them coming in to create the danger so the wrong notice, the right notice was said to the wrong people. So when you're undermining people's positions and stuff like that, I think the government's are doing a damn good job of that themselves."
