The Taoiseach says nothing can be ruled out as part of fresh sanctions on Russia over the "immoral and barbaric" war in Ukraine.
President Volodymyr Zelensky says 300 people were killed by Russian forces in Bucha - near the capital Kyiv.
Russia claims there's no evidence of that and insists the images were staged - which has been repeated by its embassy in Dublin.
Taoiseach Micheal Martin says tougher measures will be introduced against the Kremlin.
"We haven't ruled anything out at any stage.
"But as you know, last week we had sent four senior officials in the Russian embassy back.
"And we will continue, as I said with our European colleagues to decide on the next set of action, but there are further rounds of sanctions to be decided upon now fairly imminently in respect of this continuing barbaric war on the people of Ukraine."!
