The Ukraine crisis will be discussed on the fringes of an EU-Africa Summit in Brussels later.
The Taoiseach's among the leaders of member states who'll be attending.
It comes as intelligence officials say there've been sightings of more military equipment and a Russian field hospital moving towards Ukraine's borders.
That's despite claims from Moscow it's withdrawing troops.
Irish MEP, Frances Fitzgerald, believes the Russian President's playing a dangerous game.
"I've spoken to the most senior people, and it's very unclear what direction, what game exactly Putin is playing.
"Is he prepared to risk the very clear messages from America, from Europe, on all of the sanctions that will follow?"
