The US defence department's accusing Russia's President of acting with brutality in his invasion of Ukraine.
It comes as British intelligence suggests low morale and a lack of air support are hampering Vladimir Putin's military aims.
It says Moscow's still facing "considerable challenges" as it struggles to gain a stronghold in Mariupol and Donbas in the east.
Prosecutor General of Ukraine, Iryna Venediktova, says thousands of war crimes have now been identified:
"Torturing women and then attacking civilian, object, sexual crimes and other, other end [?}. Now we have a near 9000 cases only about war crimes".
