The Ukrainian president is warning Russia's attempts to annex areas of his country will rule out any talks with Moscow, as long as Vladimir Putin is leader.
Pro-Russian officials say all four regions have voted to join Russia.
The UN Security Council is due to meet in New York later to discuss a resolution that says the results will never be accepted.
Volodymyr Zelenskyy's dismissed the so-called "sham" referendums that have taken place.
"This farce in the occupied territory cannot even be called an imitation of a referundm.
"We knew in advance what would be drawn instead of the result.
"Even the intelligence services didn't have to work very hard."
