The Irish Congress of Trade Unions say one third of workers in hospitality aren't being paid tips.
It comes as new legislation is set to be introduced to ensure 'service charges' go directly to workers.
An Oireachtas committee will be held today, where concerns about current conditions for hospitality workers will be raised.
Fiona Dunne, ICTU's national coordinator says poor working conditions are contributing to the current staffing crisis:
"We know that staff have problems getting holidays, getting the correct payment of wages and significantly there's a lot of other breaches like not getting proper rest breaks. We did a campaign about three years ago and found that a third of employees were saying that they weren't getting their tips paid."
