The Children's Minister has published the Institutional Burials Bill, which provides a lawful basis for excavation, recovery and analysis of remains at the site.
DNA will be analyzed in the hope of reuniting families with the remains of their loved ones.
The Government says while the process will be extremely complex due to the number and age of children interred there, it will be carried out by professionals, in line with international standards.
Minister Roderic O'Gorman says every effort will be made to identify the remains:
"We've added this process of post recovery, forensic analysis of the remains. So we can do everything and I know this is difficult language, but in many situations we are reassembling skeletons of incredibly delicate bones of infants and children. But this legislation requires that to be done, and that then gives us the best chance in terms of the next step, which is the DNA processes."
