Seventeen of the long-promised units are already in place, including one in the Cork North Garda Division which was launched this week.
A commitment to complete the roll-out has been given by the Justice Minister following the publication of a review of how witnesses are protected during the prosecution of sex crimes.
The report, which was ordered after the Belfast rape trial, has recommended that suspects of all sex offences not be named unless convicted.
Currently not all sex offences carry anonymity for the suspect at trial.
