Cabinet is discussing a series of measures to speed up the delivery of social and affordable housing.
The €1bn plan will include a subvention to developers of around €150,000 to deliver affordable and cost-rental properties.
It's expected development fees for infrastructure and water around new developments will also be waived in the short term.
Lecturer in Social Policy at Maynooth University, Dr Rory Hearne, doesn't believe it'll work.
"This will not guarantee that homes will be any cheaper when they're sold to home buyers. It's also no guarantee that homes will be built.
"The cost rental aspect is positive if, for example, it's going to the Land Development Agency, the state agency.
"However if it's going to try and entice builders to build cost-rental, that is very problematic."
