The National Women's Council is seeking to expand a new scheme which will see 17 to 25 year olds receive free contraception.
The Council says that women of all ages should be able to access birth control - it believes women between 26 and 35 should also be included.
The Irish Examiner reports that the call is part of the Council's pre-budget submission, which also calls for an investment of €3bn in social and affordable housing to aid lone parents and low-income families.
