The Housing Minister needs to establish a Commission to assess the pros and cons of rent caps, according to the Irish Property Owners Association.
It's making the call as Cabinet is set to approve measures which would see rent increases of 2% in rent pressure zones.
Minister Darragh O'Brien had originally changed the rules earlier this year to link rent hikes to inflation, but has since rowed back on that plan.
Information Officer with the IPOA Margaret McCormick says smaller landlords are leaving the market.
"IPOA are calling on the minister to put a commission in place to discuss the pros and cons of the situation.
"It should involve all stakeholders, and report within six months.
"It was done previously in 2000, and resulted in the Residential Tenancies Board being put in place.
"That's what's needed - not continually changing at will."
