A junior minister says a more 'competitive and transparent process' is needed should government continue with special envoy to the UN appointments.
Yesterday Katherine Zappone said she won't take the job, after the manner of her appointment was criticised.
Her organisation of a social event for 50 people at the Merrion Hotel in Dublin also prompted debate over the way government restrictions are interpreted.
Junior Minister, Niall Collins, says the need for the role of Special Envoy's now up for debate.
"I think the whole issue has been handled quite poorly.
"I think there has to be an open and transparent process in terms of creating the position of special envoys, and vetting the people who would be suitable persons to fill this role."
