Fianna Fail Senator Malcolm Byrne who is behind the new anti-littering bill, says it would allow local authorities to tackle those involved in fly-tipping.
He says the problem is costing local authorities tens of millions of euro each year:
"I know from surveying local authorities last year that dealing with littering and cleaning up illegal dumping cost them between in total nationally between 90 and 100 million a year. It's hazardous to livestock and to animals. So there is a responsibility to look at using any methods at our disposal to tackle this."
