The update from City Hall follows a meeting of their Flood Assessment Team this morning.
The Council is advising the public to be extremely cautious due to the severe weather forecast for the city today and over the coming days.
City Hall say high tide at 4:48pm will cause significant traffic disruption from 4:30pm and are asking the public to avoid driving through the city centre if possible.
Areas like to suffer localised flooding include the south side of South Mall, Morrison's Quay, Union Quay, Lower Glanmire Road and Horgan's Quay.
Union Quay, Sharman Crawford Street, Lavitt's Quay, Kyrl's Quay, South Terrace, Rutland Street, Wandesford Quay, Frenche’s Quay, Proby’s Quay, Crosses Green and Sawmill Street are also due to flood.
Road closures and traffic restrictions will be in place at the locations this evening.
Tomorrow's high tide will be at 5:08am and 5:25pm and traffic restrictions will be in place at those times.
The Council is asking local businesses and householders to take the appropriate measures to protest their property.
A limited supply of sandbags are available at Tramore Valley Park until 4pm.
The Council say they are monitoring the situation closely.
