A decision on the future size of Ireland's national herd will be decided in two weeks' time.
The Green Party is looking for agricultural emissions to be reduced by 30%.
However some Fianna Fáil, Fine Gael and Independent TDs are hoping for the minimum reduction of 25%.
Environment Minister Eamon Ryan admitted the issue has led to some disagreement among the coalition.
"There's always different views in government, and that's natural in a three party coalition. In the end, it's in our interest to come to an agreement and I'm confident we will do so in the next two weeks."
