The Environment Minister says the climate doesn't have time for a 'political compromise'.
That's despite Eamon Ryan agreeing to a reduced carbon emissions cut for the agriculture sector from 30% to 25%.
The agreement with Agriculture Minister Charlie McConalogue has been criticised by farmers, with the IFA saying it will lead to 'devastating' reductions in revenues in some communities.
But Minister Ryan says the changes are necessary for all sectors of the economy:
"There is further work we have to do particularly in how we manage our land because that is increasingly a source of emissions rather than a sink. We know when we said in our programme for government two years ago and we said in the climate action plan last year, that we still have work to do over the next 18 months. In assessing particularly in how we manage our land, how we manage bog lands, peat lands, forestry, so further work has to be done there."
