Energy Minister Eamon Ryan says it may not be possible to have energy price caps in place for next week's European council meeting.
The bloc's Energy Ministers are meeting in Prague today to discuss the issue as well as the implementation of the windfall tax on energy companies profits.
Speaking on his way into the meeting, Eamon Ryan says they need to get these measures right.
