The Irish Farmers Association says 22% is as far as farmers can go with cutting emissions.

The group says if they have to reduce emissions by any more, it would cost the sector around 4-billion euro and 55-thousand jobs.

The Environment Minister Eamon Ryan, says the final number will land between a 22 and 30 per cent reduction.

IFA President, Tim Cullinan, wants certainty on the target levels from the government.

"We are hearing through different voices coming from Government, so we're hearing from Eamonn Ryan saying the higher end of the range, and Fine Gael and Fianna Fáil are saying the lower end of the scale, so that's where it's at at the moment.

"It's time now we had certainty around this, and we work with the challenge that's ahead of us of meeting the 22% reduction."
