Fishermen are concerned the Council of Fisheries Ministers will set provisional Total Allowable Catch and quota figures for next year.
Irish fishing organisations say this would be totally unsatisfactory and caused a major problem for Ireland's fishing sector in 2020.
The council will meet in Brussels this weekend.
CEO of the Killebegs Fishermen's Organisation Seán O'Donoghue says TACs would be a major worry:
"We're now heading into a second year where the Council will be setting provisional 'Total Allowable Catches' and quotas for the first three months of next year, and that was a disaster last year because for some of the species, we catch all of our quotas in the first quarter the year. So they'll have to ensure that that doesn't happen again."
