More talks will take place today between Fianna Fail, Fine Gael and the Greens in a bid to form a Government.
A number of issues remain including the 7 per cent reduction in carbon emissions.
Former Green Party advisor John Downing says the decrease is still one of the main sticking points.
"It is about the Green Party, it is about establishing a clear pathway.
"There was some revealing exchanges yesterday, trying to establish a clear pathway to an annual decrease of 7% in carbon emissions, and trying to show how this can be done."
