The Sunday Independent reports there are up to 80 thousand prospective units with full planning permission granted.
But building hasn't commenced yet as developers argue it's not financially viable to go ahead with the housing schemes.
The new incentive is expected to form part of the government's Housing For All strategy due to be published in the coming weeks.
