The Irish Daily Star reports the former architect from Bandon can apply for early release from Portlaoise Prison where he is serving a life sentence.
The process includes reports from social workers, health workers and prison officers.
The 48 year old was convicted of murdering 36 year old Elaine O'Hara in the Dublin Mountains and dumping her body in a reservoir in August 2012.
He has also appealing his conviction.
