New guidelines for partners accessing maternity units are expected to be finalised today.
The HSE's to meet with patient advocates to discuss the details ahead of its publication later this week.
Many hospitals have ignored requests to ease restrictions around partner visits during the pandemic, despite requests from government and the HSE to do so.
Labour leader Alan Kelly says it scandalous the issue has dragged on this long.
"It's totally wrong. It's really one of the things during the pandemic that I feel so sorry about.
"I've spoken to women who have been so badly affected by this, and will be affected by this for a long time, because of decisions made by others that are totally and utterly unfair."
