The comments come after figures released earlier this week showed at least 7,693 refusals since 2019 in 20 local authorities.
At least 420 people have been suspended from their Housing waiting lists for refusing more than one offer.
Minister Darragh O'Brien says action is being taken to strengthen the procedures around housing offers:
"We're building more new social homes now than we've done in decades, so thankfully the stock is increasing. But we need to make sure that when a reasonable offer is made- an obvious thing for any family: they have a choice there- but you can't have a situation where you've repeated refusals, in my view. That is being strengthened up."
