The Housing Minister is 'hopeful' a vacant property tax measure can be announced for Budget 2023.
An Oireachtas Committee report is set to recommend the measure, as officials analyse data collected on vacant homes across the country.
Housing Minister Darragh O'Brien believes there is 'a lot of merit' in such a tax, but warns it should be done correctly.
He says a tax is one solution, but added there are other incentives to consider.
"We will see in every town and village good properties on the main streets and in the village cores [being vacant].
"I'm looking to help that not just by way of a tax that may be brought forward, but by a grant for first time buyers and others to be able to get assistance to get those properties up and bring them back to the market.
"We're going to be launching that in the coming weeks."
