The Irish Refugee Council says a move to tighten immigration rules here is 'regressive.'
Those travelling to Ireland from 20 'safe' European countries will need a visa under new rules.
It's over concerns the system is being 'exploited' with many travelling here who already have status in nations like Germany or France.
But CEO of the Council Nick Henderson doesn't buy that.
"We see this in our work, and I think this goes with the unfortunate reality that some European Union countries when they give refugee status, they do not follow up with associated rights and entitlements that would allow someone to live a meaningful life."
