The government is being accused of lacking ambition when it comes to remote working.
The Irish Congress of Trade Unions says a current bill on the right to request remote working doesn't go far enough.
It comes as a new report by an Oireachtas Committee recommended the law be tightened to make it harder for employers to refuse requests.
Committee member, Labour Senator Marie Sherlock, says government doesn't seem interested in making it work.
"The Government talked about a remote working strategy last year, and it talked about the need to broaden remote and flexible working options.
"Yet to date, any of the proposals we have seen to try and make that happen from Government, particularly with regards the employment law proposals, suggest a very narrow minded and distrustful approach by the Government towards remote and flexible work."
