The National Women's Council is seeking to expand a new scheme which will see 17 to 25 year olds receive free contraception.
The Council says that women of all ages should be able to access birth control, it believes women between 26 and 35 should also be included.
The Irish Examiner reports that the call is part of the Council's pre-budget submission, which also calls for an investment of €3 billion in social and affordable housing to aid lone parents and low-income families.
