Nearly one in every four of the accommodation pledges for Ukrainian refugees have been withdrawn.
The Irish Red Cross has tried to make contact with all 23,000 people who offered housing.
5,300 of the offers were withdrawn - and about 10,000 people were uncontactable after the first round.
Liam O'Dwyer, the secretary-general of the Irish Red Cross, says nearly 5,700 properties have come through so far:
"We have 2,146 properties that are vacant properties - and they've been sent over to the Department for placing. And we also then have the 3,525 properties - these are shared properties and these are properties were the owners (the hosts) have already indicated their willingness to be Garda vetted".
