A new report has called the current model for on-street food services in Dublin "humiliating, undignified and potentially unsafe".
According to the review, commissioned by the Dublin Region Homeless Executive, there are currently 16 to 20 groups operating soup runs in the city centre.
It criticised these groups saying they "do not have the skills or experience to engage with people who are homeless" and some interventions can undermine the work of mainstream providers.
The report is now recommending a licensing system for all services working with people who are homeless.
It wants new standards developed, to properly meet the needs of people who are homeless.
