No decisions have been made with regards to the Budget, according to a Cabinet minister.
It's after advice from the Fiscal Advisory Council which said there isn't enough money to bring in all measures mentioned in the last few weeks.
This includes higher public sector wages, welfare payments and cost of living supports.
Higher Education minister Simon Harris says there needs to be a fair system for all Irish workers, no matter how old they are.
"I think we have to look at the totality of costs and supports the state can either levy or provide.
"That's very much how I think that issue should be approached.
"We need to make sure that work pays, that people that come out of college and university can access well paid jobs, we need to make sure the tax system is fair, and we need to make sure the PSRI system is fair in relation to pensions and other supports."
