Over 5,000 offers of social housing were turned down in the past two years nationwide.
Among the reasons given by households for refusing an offer of a home were small bedrooms, lack of garden space, and no storage for motorbikes.
The Irish Independent says almost 25,000 housing offers were made in 2021 and 2022.
An average of one in five was turned down.
In Cork City 843 offers were made with 139 refusals in 2021, with 587 offers and 123 refusals the following year.
In Cork County the number of offers made in 2021 was 845 with 73 refusals, with 659 offers the following year with 35 refusals.
