The head of the Rape Crisis Network says it had "little left in the tank" when demand for the service grew over lockdown.
Contact to the crisis helpline increased by 68 percent in March 2020 compared to the same month the previous year.
Overall, 13,000 calls were made to the service regarding sexual, psychological, and physical violence.
Chief Executive Dr Cliona Sadlier says the amount of government support provided doesn't match the increasing demand for services.
"A waiting list is heartbreaking, and unethical - we really shouldn't have them.
"A European study came out and estimated the cost that sexual and domestic violence costs the Irish exchequer every year, and the cost is €4bn."
